France's Political Ongoing Crisis: The Dawn of a Fresh Governmental Era

Back in October 2022, as Rishi Sunak took over as the UK's leader, he became the fifth consecutive UK leader to take up the role over a six-year span.

Triggered in the UK by Britain's EU exit, this signified unprecedented political turmoil. So how might we describe what is occurring in France, now on its fifth premier in 24 months – with three in the last ten months?

The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, sacrificing Emmanuel Macron’s flagship pensions overhaul in exchange for opposition Socialist votes as the price for his administration's continuation.

But it is, at best, a short-term solution. The EU’s number two economic power is locked in a political permacrisis, the likes of which it has not experienced for many years – possibly not since the establishment of its Fifth Republic in 1958 – and from which there appears no easy escape.

Governing Without a Majority

Key background: ever since Macron called an risky early parliamentary vote in 2024, the nation has had a hung parliament separated into three opposing factions – left, far right and his own centre-right alliance – none with anything close to a majority.

At the same time, the nation faces dual debt and deficit crises: its national debt level and budget shortfall are now almost twice the EU threshold, and hard constitutional deadlines to pass a 2026 budget that at least begins to rein in spending are approaching.

In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament.

In mid-September, the president appointed his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which proved to be much the same as the old one – he encountered anger from both supporters and rivals.

To such an extent that the following day, he resigned. After just 27 days in office, Lecornu became the briefest-serving prime minister in modern French history. In a dignified speech, he blamed political intransigence, saying “partisan attitudes” and “personal ambitions” would make his job virtually unworkable.

Another twist in the tale: shortly after Lecornu’s resignation, Macron requested he remain for another 48 hours in a final attempt to secure multi-party support – a task, to put it mildly, filled with challenges.

Next, two of Macron’s former PMs openly criticized the embattled president. Meanwhile, the right-wing RN and leftist LFI declined to engage with Lecornu, vowing to reject any and every new government unless there were snap elections.

Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he appeared on television to say he believed “a path still existed” to avoid elections. The president’s office announced the president would appoint a new prime minister 48 hours later.

Macron kept his promise – and on Friday appointed … Sébastien Lecornu, again. So this week – with Macron commenting from the wings that the nation's opposing groups were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s moment of truth. Could he survive – and is he able to approve the crucial budget?

In a high-stakes speech, the young prime minister spelled out his budget priorities, giving the Socialist party, who detest Macron’s controversial pension changes, what they were waiting for: Macron’s flagship reform would be frozen until 2027.

With the right-wing LR already on board, the Socialists said they would refuse to support no-confidence motions proposed against Lecornu by the extremist factions – meaning the government should survive those votes, scheduled for Thursday.

It is, however, far from guaranteed to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This move,” said its head, Olivier Faure, “is just the start.”

Changing Political Culture

The problem is, the greater concessions he makes to the left, the more he will meet resistance from the centre-right. And, similar to the Socialists, the conservatives are themselves divided over how to handle the new government – certain members remain eager to bring it down.

A look at the seat numbers shows how difficult his mission – and future viability – will be. A total of 264 deputies from the RN, LFI, Greens, Communists and UDR seek his removal.

To succeed, they need a 288-vote majority in parliament – so if they can persuade just 24 of the PS’s 69 deputies or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, toast.

Most expect this to occur soon. Even if, by an unlikely turn, the dysfunctional assembly musters collective will to pass a budget by year-end, the prospects for the government beyond that look bleak.

So is there a way out? Early elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would see reduced representation, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.

Another possibility might be for Macron himself to resign. After winning the presidential election, his replacement would dissolve parliament and hope to secure a parliamentary majority in the ensuing legislative vote. But that, too, is uncertain.

Surveys show the future president will be Le Pen or Bardella. There is at least an strong possibility that French electorate, having elected a far-right president, might think twice about handing them control of parliament.

In the end, France may not emerge from its quagmire until its politicians acknowledge the changed landscape, which is that clear majorities are a thing of the past, winner-takes-all no longer applies, and negotiation doesn't mean defeat.

Many think that transformation will not be possible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.

“The regime … was never designed to facilitate – and even disincentivizes – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic may well have entered its terminal phase.”
